To whom it may Concern:

In my capacity as Supervisor of Facilities, I can highly recommend VMS Construction, Inc. as a professional construction management firm.

Vermont Electric Power Company has contracted QCI for over 12 years. They have built two significant projects for VELCO at an estimated $1 million of work, as well as a number of minor projects on a time and material basis. The most recent project for VELCO was building us new 12,000 sq. ft. warehouse completed on time and on budget in December of 2011.

In all of their projects for VELCO, the VMS team is recognized to be positive, proactive and exceptional team players. Each project has been completed on time and on budget, with a very short punch list on final inspection. I have worked with three of their Project Superintendents and have found them al to be very knowledgeable and professional.

We have sincerely enjoyed working with this firm and look forward to working with their able professionals again on future projects.

Sincerely,

Tom Peters

APPLIED BOLTING

To Whom It May Concern:

Recently Applied Bolting Technology added more office space to our existing facility. We chose the VMS Construction company as the general contractor.

Right from the initial quoting we were impressed with their professionalism and attention to detail. And that work ethic hasn't stopped to date. The project managers Fred Laramie and Melissa Angelo did a great job keeping everything on track; from approving and facilitating changes, tracking the schedule and organizing the mayhem to explaining all the details to us.

Their on-site superintendent, Myron Johnson, was great to work with. He stayed on top of every detail throughout the job. Whenever we had a problem, complaint, question, change or distraction, Myron along with Quinn Company handled them all in the best possible manner. Even when we would have taken something less they came through with more.

Their 'clean as they go' attitude was great. They went out of their way to be as minimally invasive as possible working around us at every step of the addition. We've been through several additions and this was by far and away the least painful process we've ever gone through.

We are sad to see how easy the others could have been if we had found VMS sooner. They are definitely our preferred contractor from now on and we are looking forward to adding on again so we can get their crew back.

We would recommend VMS to anyone regardless of the size of the job.

RE: Kehoe Conservation Camp Range Reconstruction Project

Dear Mr. Shappy,

I would like to thank you, your staff and your field crew for the consistent and dedicated efforts in completing the above project in a timely manner. This was a project that had a deadline and it was important that the project be completed on time and open for the camp sessions.

I was impressed with the attention to detail that was shown by your project manager, Fred Laramie and the project foreman, Myron Johnson. Most weeks I was not able to inspect the project more than once and their continual communication and effort to alert me to potential problem areas was appreciated.

They ordered materials and scheduled work in a manor that shortened the construction schedule and prevented delays for sub contractors. During the inspections, I always noted a sincere desire of all of your field crew and your sub contractors to complete the highest quality work in a timely manner. They were always attentive and presented a professional image for your company.

It was a pleasure to work with a company that always looked for ways to make the project better while not adding increased cost to the project through change orders. There were many construction details that we discussed that resulted in a better looking and easier to maintain project.

I will recommend your company to others and we are all very pleased with the final product that your company provided.

Thank you again for an excellent job.

Sincerely,
John R. Guilmette, P.E.,
Senior Facilities Engineer
